Main License Types

Food Business Licenses

• General Restaurant License: For restaurants, tea restaurants, and other fixed food establishments 

• Temporary Food Factory License: For short-term events, pop-up stores, or festival activities, requiring submission of application forms FEHB 201A / FEHB 201B 

• Catering Permit: Required if your restaurant offers catering services outside the premises 

Liquor Licenses

• Liquor License: For general restaurants or bars selling alcoholic beverages

• Club Liquor License: For private clubs 

Application Process

Food Business License Application

1. Submit application to the Food and Environmental Hygiene Department (FEHD)

2. Provide detailed business description and premises layout plan

3. Comply with hygiene and safety requirements 

Temporary Food Factory License

• Suitable for participating in pop-up food events or festivals

• License will be issued once specific requirements of the Food and Environmental Hygiene Department are met 

Liquor License Application

• Can apply for Liquor License/Club Liquor License through online services

• Application status can be checked online 

Regulatory Bodies

• Food and Environmental Hygiene Department (FEHD): Responsible for food business licenses

• Home Affairs Department (HAD): Assists with certain application procedures
